Appropriates $30,000,000 from the state general fund in fiscal year 2023-2024 to the Arizona Commerce Authority for an infrastructure grant program.

Limits administrative costs to no more than one percent of appropriated funds, with remaining monies awarded as grants to qualified 501(c)(3) nonprofit organizations based in Arizona.

Requires grant recipients to qualify for federal funding under Public Law 117-169, demonstrate available resources or private investment, and maintain operations agreements with federally registered banks.

Grants may fund investments authorized by Public Law 117-169, projects deploying zero emission technologies in low-income communities, and infrastructure investments in partnership with counties, cities, towns, and special districts within water management areas.

Makes the appropriation exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
