Requires Arizona county recorders to cancel all voter registrations on the effective date of this amendment and on April 2 of every year ending in one (2031, 2041, etc.), after notifying registrants that they must reregister to vote.

Mandates county recorders archive voter registration rolls for each date when all registrations are canceled.

Requires county recorders to provide information and instructions on how to reregister when canceling registrations under this provision.

Maintains existing voter registration cancellation procedures for other causes including death, felony conviction, change of residence, non-citizenship, and inactivity.
