Maintains ESA eligibility only for students meeting specific criteria including those with disabilities, attending low-graded schools (D or F), children of active-duty military or tribal members, foster youth, and certain other enumerated categories.

Modifies online instruction hour requirements for kindergarten through high school students, reducing required logged hours to qualify under the forty-five-day enrollment provision.

Updates cross-references in § 15-2402 to align with the amended eligibility definitions and maintains existing provisions for allowable uses of ESA funds and program administration.
