Requires the Department of Administration to ensure all state agencies, boards, and commissions adopt and implement environmental justice policies that provide meaningful opportunities for involvement regardless of race, color, ethnicity, religion, income, or education level.

Directs the Department of Environmental Quality to review environmental and public health data to identify industrial and commercial facilities in communities of color and low-income communities for targeted compliance, enforcement, and permitting strategies.

Establishes a 15-member Environmental Justice Advisory Council including representatives from grassroots organizations, environmental groups, civil rights organizations, businesses, government, and labor to advise on environmental justice issues and meet at least quarterly.

Creates a multiagency Environmental Justice Task Force with senior management designees from the Governor's office, Attorney General, Health Services, Agriculture, Transportation, and Education departments to review community petitions, develop action plans addressing environmental health risks, and monitor implementation.

Defines "environmental justice" as fair treatment of all people in developing, adopting, implementing, and enforcing environmental laws and policies regardless of demographic characteristics.
