Amends section 13-719 to allow victims to petition the court for a lifetime injunction against defendants convicted of dangerous, serious, violent, or aggravated felonies or sex offenses, even if the victim did not request one at sentencing or if sentencing occurred before September 24, 2022.

Requires the court to not charge a filing fee for victim petitions requesting lifetime injunctions and mandates law enforcement serve injunctions at no charge to victims.

Clarifies that lifetime injunctions issued under section 13-719 remain valid and enforceable even if a defendant's conviction is later set aside or sealed, and do not prevent victims from petitioning for an injunction.

Amends section 13-905 to specify that lifetime injunctions are excluded from disabilities released when a conviction is set aside, and permits lifetime injunctions to be issued based on convictions that have been set aside.

Amends section 13-911 to clarify that sealing case records does not affect the validity of lifetime injunctions issued under section 13-719 or prevent courts from issuing such injunctions.
