Amends Arizona Revised Statutes section 15-421 regarding school district governing board member qualifications and prohibitions.

Allows small school districts to employ substitute teachers who are spouses or immediate family members of governing board members, provided they have shared the same household within the preceding four years.

Requires governing board members related to an employed substitute teacher under this provision to recuse themselves from voting on any matters relating to substitute teachers.

Defines "small school district" by reference to section 15-901 for purposes of this employment exemption.

Effective as of approval by the Governor on March 30, 2023.
