Amends Arizona Revised Statutes to establish the state, county and municipal online data system through the Arizona criminal justice commission, published on the commission's website in modern, open, electronic format accessible to the public.

Requires law enforcement agencies to report alleged offender information including unique identifier, full name, address, date of birth, race, and sex; victim information including date of birth, race, and sex; agency details; event data; and results including charges, laboratory analysis, and jail release dates.

Requires prosecuting agencies and courts to report defendant and victim information, agency details, event data, and case results including charges, bonds, indictments, pleas, warrants, and sentencing conditions.

Requires the state department of corrections and probation to report inmate and probationer information including names, addresses, unique identifiers, demographics, agency details, services provided, assessments, violations, and supervision dates.

Prohibits the Arizona criminal justice commission from releasing disaggregated personally identifying information, locating information, photographs, or mugshots of any individual, and establishes policies to protect confidential information; appropriates $1,368,000 for firearm training simulators with electronic impulse devices and certified curriculum for specified law enforcement agencies.
