Amends Arizona Revised Statutes section 16-103 regarding voter registration for qualified persons temporarily absent from the state and service members.

Changes grammatical references from "which" to "that" and "upon" to "on" in the affidavit of registration process.

Updates references to the Uniformed and Overseas Citizens Absentee Voting Act from 42 U.S.C. section 1973 to 52 U.S.C. sections 20301 through 20311 to reflect current federal law codification.

Allows persons who were overseas voters immediately before being domiciled in Arizona and separated from service within 90 days before election day to register by 5:00 p.m. on the Friday before the election.

Permits U.S. citizens who have never resided in the United States but have a registered voter parent in Arizona to register and vote using a federal write-in early ballot.
