Amends Arizona Revised Statutes section 16-602 to make a technical correction changing "section" to "paragraph" in subsection B(2)(e) regarding race selection procedures for hand counts.

Requires counties to conduct hand counts of ballots cast in polling places and direct recording electronic machines for at least two percent of precincts or two precincts (whichever is greater) in primary, special, general, and presidential preference elections.

Establishes procedures for selecting precincts by lot without computer use, with county political party chairmen conducting the selection and determining which races to hand count from up to five contested races.

Allows party representatives observing hand counts to bring their own video cameras to record the process, with recordings permitted unless observers disrupt the count or violate facility rules.

Specifies that if hand count discrepancies meet or exceed the designated margin established by the vote count verification committee, additional hand counts must be performed and potentially expanded to include all precincts in the jurisdiction.
