Requires state, county, city, town, and school district offices to provide sufficient space for use as polling places when requested by the officer in charge of elections.

Allows principals to deny requests to use school space as polling places only if they provide written statement within two weeks citing unavailable space or safety concerns for children.

Permits voting centers to be established in addition to designated polling places, allowing any county voter to receive appropriate ballot after presenting identification.

Requires county recorders to post on websites at least two weeks before election day a list of polling places with emergency designations that prohibit electioneering, including reasons for the designation and number of placement attempts made.

Directs the secretary of state to establish maximum allowable wait times for elections and provide methods to reduce voter wait times by considering factors including prior election participation, early voting rates, and number of election board members and poll workers needed.
