Requires school districts to prominently display average teacher salaries (current year, previous year, dollar increase, and percentage increase) in budget documents and on website home pages separately from the budget.

Mandates the Department of Education compile and post a statewide report by November 30 each year showing teacher salary information from all school districts on its website.

Establishes a civil penalty of up to $5,000 per day for school districts that fail to correct violations of teacher salary posting requirements within 60 days of notification by the Department of Education.

Applies to violations beginning January 1, 2024, with penalties subject to appeal under Title 41, chapter 6, article 10.

Makes technical amendments to section 15-903, Arizona Revised Statutes regarding budget format requirements for school districts.
