Establishes a voter registration system fund administered by the secretary of state, consisting of state monies allocated for developing and maintaining a statewide voter registration database.

Creates a voter registration system committee within the secretary of state's office composed of the 15 county recorders (or designees) and the secretary of state (or designee).

Requires the committee to select a chairperson and vice chairperson by January 1, 2024.

Grants the committee authority to oversee fund administration, contract negotiations, and maintenance and operations of the statewide voter registration database.

Makes monies in the fund exempt from lapsing of appropriations and continuously appropriated to the secretary of state for voter registration database development and administration.
