Amends Arizona law to define "other event" as a competition of relative skill or an event authorized by the Department of Gaming, excluding electronic games with casino-style interfaces (slot machines, blackjack, poker, roulette, craps).

Removes the requirement that lottery game selection methods cannot depend on results of dog races, horse races, tribal gaming activities, sports events, or other events, allowing broader game design flexibility.

Clarifies that the electronic keno game and mobile draw game provisions apply immediately rather than waiting for conditions in sections 5-1213 and 5-1321 to be met.

Adds "other event" definition to the lottery section (5-554) with the same meaning as in the event wagering chapter (5-1301), ensuring consistent terminology across gaming statutes.

Renumbers definitions in section 5-1301 (event wagering chapter) to accommodate the new "other event" definition while maintaining all existing definitions related to sports events, participants, wagers, and licensing.
