Amends Arizona Revised Statutes section 15-1466.01 to change language regarding dual enrollment students (high school students taking community college courses) from a 50% reduction in state aid to allowing full funding for these students.

Changes statutory language from "shall be reduced by fifty percent" to "may not be reduced" for state aid calculations when a student takes a course for credit at both a community college and high school with a high school employee instructor on a high school campus.

Appropriates $1,063,200 in total state general fund monies for fiscal year 2023-2024 to eleven community college districts to fully fund dual enrollment students under the amended statute.

Largest appropriations directed to Maricopa County Community College District ($852,800), followed by Pima County ($58,900), Navajo County ($31,000), and Yavapai County ($31,600).

Removes language requiring audits to begin specifically with the year ending June 30, 2016, making the audit requirement ongoing.
