Requires prisoner compensation for productive work to be at least the minimum wage prescribed by section 23-363, eliminating the previous $1.50 per hour cap for most prison industries.

Mandates compensation for private prison contracts be commensurate with market rates for similar contracts in Arizona, replacing the previous $2 per hour minimum.

Establishes different mandatory deduction schedules based on compensation level: prisoners earning below minimum wage have fewer deductions, while those at or above minimum wage have deductions for dependent care, discharge account, court costs, transition program, and facility room and board.

Requires all prisoners (regardless of compensation level) earning below minimum wage to contribute 5% of gross wages to the transition program fund established under section 31-284.

Clarifies that the transition program fund receives contributions from prisoners' wages pursuant to sections 31-254 and 31-285 to pay for administration and services of the transition program.
