Prohibits the Arizona Department of Corrections from entering into contracts for inmate telephone system services that allow the department to receive revenue exceeding its reasonable operating costs for establishing and administering the services.

Bans specific revenue arrangements including commissions, profit sharing, percentage payments, up-front signing bonuses, and inflated rent payments for inmate telephone contracts.

Prevents the department from accepting unrelated technologies or supplies as part of telephone service contracts that would generate additional revenue.

Applies to all inmate telephone system service contracts entered into by the state department of corrections.
