Appropriates $2,000,000 from the state general fund in fiscal year 2023-2024 to Maricopa County Community College District.

Directs $500,000 of the appropriation to support students in the Achieving a College Education program who are enrolled in career and technical education courses.

Funds the Hoop of Learning program to encourage and empower Native American students to complete high school and transition to higher education.

Requires the district to use funds to increase program participation among high school students and pay tuition costs for participants in concurrent college courses, summer courses, and weekend classes.

Intends for the programs to increase the number of Native American high school completers who transition to higher education and improve college completion rates for program participants.
