Automatic restoration of voting rights occurs upon final discharge (completion of probation or absolute discharge from imprisonment) for first-time felony offenders who pay all victim restitution.

Voting rights are automatically restored regardless of whether the offense occurred in Arizona or outside the state, without requiring a court application or hearing.

Persons with prior felony convictions or unpaid victim restitution may apply for restoration of civil rights, but voting rights are still automatically restored upon final discharge.

Firearm rights remain excluded from automatic restoration for persons convicted of dangerous or serious offenses as defined in Arizona law.
