Creates Pascua Yaqui tribe special license plates upon receipt of $32,000 implementation fee by December 31, 2023, with option to combine with personalized plates.

Establishes $25 fee for special plates with $8 designated as special plate administration fee (deposited to state highway fund) and $17 as annual donation to Pascua Yaqui tribe.

Directs Pascua Yaqui tribe to use donated funds exclusively for education scholarships (including academic and extracurricular activities) for tribe children and legal assistance for unrepresented persons.

Amends sections 28-6501, 28-6991, and 28-6993 to include new Pascua Yaqui tribe special plates in references to special plate administration fees and donations excluded from highway user revenues.
