Senate Bill 1649 Summary

• Schools may obtain glucagon through standing orders from health department officials, physicians, nurse practitioners, or physician assistants, and may accept donations or grants to purchase glucagon at no cost or reduced price.

• School nurses, contracted nurses, physicians, nurse practitioners, physician assistants, and trained employees may administer glucagon to students exhibiting hypoglycemia symptoms regardless of diabetes diagnosis if employee has written attestation of training from a licensed health professional.

• Voluntary diabetes care assistants may administer glucagon if parent/guardian provides an unexpired glucagon kit or school obtains glucagon via standing order, and the assistant has written certification of proper training from a licensed health professional.

• Amends medical board statutes to exempt prescriptions for glucagon written or dispensed for school districts or charter schools for emergency stocking from physician-patient relationship requirements.

• Provides civil immunity for schools, employees, governing boards, health department officials, physicians, nurse practitioners, physician assistants, pharmacists, and volunteer health professionals for good faith adoption and implementation of emergency glucagon administration policies.
