Requires the state board of education to develop media literacy standards for kindergarten through grade 12, to be incorporated into existing academic standards by specified dates.

Establishes a media literacy endorsement requirement for all certificated teachers providing instruction in kindergarten or grades 1-12, effective August 1, 2027, requiring completion of training and passing an assessment covering information literacy, digital citizenship, and media consumption/production.

Mandates school districts provide media literacy instruction training beginning in the 2024-2025 school year for teachers, librarians, administrators and other school personnel.

Directs the state board of education to develop guidelines with model instructional units and learning objectives for media literacy instruction, and to analyze and publish the most effective instructional models.

Appropriates unspecified funds from the state general fund for fiscal year 2023-2024 to the state board of education to conduct a baseline survey and study on media literacy instruction in public schools.
