Requires behavioral health residential facilities to notify a patient's family or next of kin as promptly as possible when the patient is admitted for initial evaluation, with notification documented in the medical record.

Prohibits representatives of behavioral health residential facilities from transporting a person to the facility unless the person is sober, with an exception for referrals by approved tribal health care program providers.

Establishes penalties for violations: $750 for first violation, $1,000 for second violation, and a 30-day license suspension for third violation.

Treats each day a violation occurs as a separate violation for penalty purposes.

Allows behavioral health residential facilities to appeal assessments or license actions through a hearing process under Arizona Revised Statutes Title 41, Chapter 6, Article 10.
