Increases civil penalties for violations of weights and measures laws from $500 to $1,000 per infraction, with maximum penalties of $10,000 per 30-day period at each location (up from $1,000) and $50,000 per 30-day period overall (up from $10,000).

Authorizes the associate director to double maximum civil penalties for violations involving commercial devices exceeding tolerance limits, packages exceeding allowable variations, failed vapor recovery system reinspections, or repeated price posting violations.

Requires the weights and measures division to inspect motor fuel facilities at least every two years to verify proper labeling of dispensing devices.

Appropriates $250,000 and five full-time equivalent positions to the Arizona Department of Agriculture for fiscal year 2023-2024 to conduct motor fuel facility inspections.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward to future fiscal years.
