Amends section 16-168, Arizona Revised Statutes, relating to voter registration and precinct registers.

Requires county recorders to provide daily lists of persons who have requested early ballots to county and state party chairmen upon request during the 33 days immediately preceding an election.

Establishes that the secretary of state (rather than only county recorders in counties with over 800,000 residents) shall provide daily listings of persons who have returned early ballots, Monday through Friday beginning the first Monday after early voting starts and ending the Monday before the election.

Specifies that recognized political parties cannot request daily lists of persons who have returned early ballots from county recorders, but may request such information from the secretary of state instead.
