• Requires departments to meet and confer with recognized employee organizations regarding hours, wages, benefits, and terms and conditions of employment at least once every two years, with agreements committed to writing in contracts.

• Prohibits employee organizations and department employees from engaging in sickouts, work slowdowns, strikes, or other service-disrupting actions.

• Establishes a voluntary mediation process using neutral third-party mediators if parties cannot reach agreement, with the governor's final decision on any agreement being binding and subject to statutory limits.
