Requires the Arizona Auditor General to conduct a cost study of Arizona online instruction programs and schools, with authority to sample programs, schools, and courses for analysis.

Cost study must examine costs for fiscal years 2019-2020, 2020-2021, and 2021-2022, including administration, technology, personnel, and curriculum expenses, with federal funding considered.

Study shall include recommendations for reporting options by course delivery method, comparison of school finance formula funding versus actual spending, and identification of reducible administrative and reporting requirements.

Appropriates $165,000 from the state general fund for fiscal year 2023-2024 to the Office of Auditor General to conduct the study.

Section requiring the cost study expires December 31, 2024.
