Amends Arizona's school safety program to expand eligible professionals from school counselors and social workers to include a broader category of "school mental health professionals."

Defines "school mental health professionals" to include school counselors, school social workers, school psychologists, and licensed behavioral health professionals providing school-based mental health services under contract.

Changes the application deadline for school safety program proposals from April 15 to February 15 annually.

Allows schools to apply for up to three fiscal years of funding with the ability to submit modified spending plans annually for approved programs.

Requires program proposals for mental health professionals to include plans for school guidance and counseling programs, evaluation methods, confidentiality policies, parent notification procedures, and community referral processes.
