Establishes a student-led school clubs study committee with equal representation from both political parties, four students (two from charter schools and two from school districts), and four parents with similar affiliations.

Committee cochairpersons appointed by the majority and minority leaders of the house of representatives.

Committee shall consider legislative proposals requiring publicly funded schools to allow student-led school clubs to operate and recruit on campus under fair conditions, and actively solicit public input from education organizations and experts.

Committee shall develop recommendations regarding student club application processes, prohibited grounds for disallowing clubs (religious views, political views, peer support for underrepresented communities), and grounds for closure (promoting violence or hate).

Committee must submit findings and recommendations to the governor, legislature president, house speaker, and secretary of state by July 1, 2024, with the committee repealing December 31, 2024.
