Requires the Department of Environmental Quality to consult and cooperate in good faith with all 22 federally recognized Indian Tribes in Arizona before adopting policies, issuing permits, or making decisions that may affect the tribes.

Mandates each Tribal Consultation Policy include tribal leaders' requirements, points of contact, geographic descriptions of areas requiring automatic consultation, and specific statements regarding tribal sovereignty, government-to-government relationships, trust responsibility, and meaningful consultation.

Requires the Department to publish all tribal consultation policies on its website within 90 days of the effective date and notify the Governor's Office on Tribal Relations, all 22 tribes, and tribal representative councils of the publication.

Establishes that the Department must update each consultation policy by December 31 of each even-numbered year through direct consultation with tribal governments.
