Establishes the solid and hazardous waste citizen suit study committee to evaluate the need for citizen suit provisions in Arizona's solid waste and hazardous waste statutes.

Committee consists of 9 members including 2 House natural resources committee members (different parties), 2 Senate natural resources committee members (different parties), the Department of Environmental Quality director, and representatives from environmental groups, citizens' rights groups, industrial interests, and waste facilities.

House Speaker and Senate President each designate one cochairperson from their respective legislative appointees to lead the committee.

Committee must submit a report of findings to the governor, House Speaker, and Senate President by December 31, 2023.

Committee members receive no compensation but are eligible for expense reimbursement; the committee is repealed June 30, 2024.
