Requires state agencies and political subdivisions to consider electric vehicles and total long-term maintenance and fuel costs when purchasing new motor vehicles.

Allows counties, cities, and towns to apply to the Department of Administration for reimbursement of the difference between what they spent on electric vehicles versus what they would have spent on fossil fuel vehicles.

Establishes that the Department of Administration may set a reimbursement cap for each political subdivision and will reimburse applicants on a first-come, first-served basis.

Appropriates $1,000,000 from the state general fund for fiscal year 2023-2024 to the Department of Administration for electric vehicle reimbursements to political subdivisions.

Makes the appropriation exempt from lapsing provisions, allowing unspent funds to carry forward.
