Amends Arizona Revised Statutes Section 16-642 regarding election canvassing procedures for primary and general elections.

Prohibits county boards of supervisors, county recorders, and election officers from canvassing election results if election officials violate state law or election procedures and voters are disenfranchised through wait times exceeding 90 minutes, official non-compliance, or broken ballot chain of custody.

Requires voters to submit affidavits within five days of election day alleging election violations, with a threshold of 1,000 affidavits in counties with 1 million or more registered voters, or 250 affidavits in smaller counties, to trigger superior court review.

Authorizes a superior court judge to appoint a special master to examine affidavits within five days and declare an election "failed" if violations are confirmed, requiring a new election within 60 days supervised by the special master.

Subjects board of supervisors members who violate these provisions to forfeiture of office and exempts presidential contests from these requirements.
