Establishes a diabetes treatment program within the Arizona Health Care Cost Containment System (AHCCCS) to provide insulin, insulin pumps, and other medically necessary drugs and devices for treating type 1 diabetes.

Limits program eligibility to uninsured or underinsured individuals under age 24 who are Arizona residents with a type 1 diabetes diagnosis and ineligible for Medicaid (Title XIX) or Children's Health Insurance Program (Title XXI).

Prohibits cost-sharing requirements and eliminates family income considerations for determining program eligibility.

Makes AHCCCS the payor of last resort, with eligible individuals assigning all rights to medical benefits to the program.

Appropriates an unspecified amount from the state general fund for fiscal year 2023-2024 to support the program, with funds exempt from normal appropriations lapsing provisions.
