Requires the attorney general to report perceived breaches or misconduct to the governor, president of the senate, and speaker of the house of representatives.

Provides that continued representation by the attorney general in violation of these recusal requirements may constitute ethical misconduct subject to discipline by the appropriate professional regulatory board.
