Requires the Arizona Department of Education to submit quarterly reports to the state board of education, governor, legislature leaders, and the public on Arizona empowerment scholarship accounts.

Reports must include the number of applications received and approved/denied with justifications, and processing timelines for applications.

Reports must disaggregate qualified students by eligibility category, grade level, prior school district/charter school attendance, English language learner status, special education status, race/ethnicity, and household income.

Reports must detail annual award amounts, the number of students who withdrew or failed to renew, approved expenses by type, and the percentage of qualified schools that are accredited.

Defines "type of educational services" as either enrollment in a qualified school or instruction from an approved vendor or provider outside a qualified school.
