Amends section 15-2402 of Arizona Revised Statutes regarding Arizona Empowerment Scholarship Accounts (ESAs).

Requires the Department of Education to list monies transferred for qualified students as defined in section 15-2401.01 as a separate line item in its budget estimate, and requires the General Appropriations Act to list these monies as a separate line item in the department's budget.

Applies to students currently eligible to attend kindergarten through grade twelve, or those eligible for preschool programs for children with disabilities.

Maintains existing requirements that parents use ESA funds for approved educational expenses including tuition, textbooks, tutoring, educational therapies, and postsecondary institution costs.
