Establishes the Arizona State Nonprofit Security Grant Program to provide grants to nonprofit organizations at high risk of terrorist attacks, hate crimes, or attacks based on ideology or mission.

Authorizes grants of up to $1,000,000 annually with a maximum of $100,000 per nonprofit organization for target hardening, security equipment, planning, training, and security personnel.

Prioritizes nonprofits unable to access federal funding due to size or inability to fund projects upfront and wait for reimbursement.

Creates the Arizona State Nonprofit Security Grant Program Fund consisting of grants, gifts, donations, and legislative appropriations, with monies continuously appropriated for eligible grants.

Appropriates $5,000,000 from the state general fund in fiscal year 2023-2024 to the fund, with up to 5 percent available for administrative costs.
