Increases the dollar threshold for contractor licensure exemptions from $1,000 to $2,000 for small projects, including materialmen, retailers, casual work, and non-permanent installations.

Requires the registrar to adjust the $2,000 threshold annually for inflation starting January 1, 2024, using the GDP price deflator and rounding to the nearest $50.

Simplifies electrical appliance exemption language by removing references to specific voltage limits and fuel types, applying a simpler three-part test (manufacturer-designed, unaltered, pluggable outlet).

Maintains existing carve-outs prohibiting the exemptions for fire safety work and work involving natural gas, propane, or petroleum/gaseous fuel connections.

Applies the same $2,000 threshold and inflation adjustment requirements to contract bidding penalties under section 32-1123 and written contract requirements under section 32-1158.
