Amends section 5-114 of Arizona Revised Statutes regarding horse racing and Arizona bred horses.

Requires each racing meeting to offer at least one race daily exclusively for Arizona bred horses, or if the race does not fill with at least five Arizona bred horses, it must be offered as an open race with preference given to Arizona bred horses.

Mandates that 10 percent of first money purse winnings for horses bred in Arizona be paid to the owner or lessee of the dam within 30 days after the racing meeting closes.

Defines Arizona bred horses as those foaled in Arizona and certified by the commission, and requires such horses to be physically present in Arizona for at least six months from foaling to their first anniversary date.

Authorizes the commission to contract with breeders' associations to certify Arizona bred or Arizona stallion animals and permits collection of reasonable fees to cover certification, transfer, and verification costs.
