Establishes hazard mitigation revolving fund administered by the Department of Emergency and Military Affairs, funded by legislative appropriations and federal monies, for use in fiscal years 2023-2024 through 2027-2028 in accordance with the Safeguarding Tomorrow Through Ongoing Risk Mitigation Act (P.L. 116-284).

Creates fire incident management fund for fiscal year 2023-2024 to provide grants to municipal fire departments and fire districts for secure incident management platform hardware and software that meets federal emergency management agency standards, with up to $200,000 reserved for administration.

Allows Arizona water protection fund commission to grant up to $336,000 to the Department of Water Resources for administrative costs in fiscal year 2023-2024.

Permits Department of Environmental Quality to use up to $6,531,000 from the underground storage tank revolving fund in fiscal year 2023-2024 for administrative costs and remediating sewage discharge issues in Naco and other border areas.

Caps vehicle emissions testing fees at fiscal year 2022-2023 levels in Area A and allows Arizona Department of Agriculture to adjust existing fees without rulemaking requirements until July 1, 2024, with additional revenue not to exceed $218,000 to general fund, $113,000 to pesticide trust fund, and $26,000 to dangerous plants trust fund.
