Reduces the state match requirement for the financial aid trust fund in fiscal year 2023-2024, allowing less than $2 in state appropriations per dollar raised through student registration fee surcharges.

Authorizes the state treasurer to invest monies in the Arizona veterinary loan assistance fund and the spouses of military veterans tuition scholarship fund, with investment earnings credited to those funds, retroactive to June 30, 2023 and repealing December 31, 2024.

Allows community college districts' state aid for science, technology, engineering and mathematics and workforce programs in fiscal year 2023-2024 to be determined by the general appropriations act rather than statutory formula.

Establishes the spouses and dependents of law enforcement officers tuition scholarship fund for fiscal years 2023-2024 through 2026-2027, covering spouses and dependents under 27 years of age attending eligible postsecondary institutions, with scholarships limited to four academic years and capped at average Arizona Board of Regents tuition for private institutions.

Directs the Arizona Board of Regents to distribute appropriated funds to the Arizona area health education system to expand primary care residency programs at community health centers, rural health clinics, and tribal health facilities, with up to $500,000 available for program collaboration.
