Amends section 41-129 to require the secretary of state to submit expenditure plan summaries for the Election Systems Improvement Fund to both the joint legislative budget committee and the governor's office of strategic planning and budgeting by December 31 each year.

Delays implementation of professional employer organization registration requirements under Arizona Revised Statutes title 23, chapter 3, article 4 until June 30, 2024.

Makes the delayed implementation provision retroactively applicable to June 30, 2023.
