Amends Arizona Revised Statutes Section 28-339 to clarify that "urbanized area" is defined by the most recent decennial census certified by the United States Census Bureau.

Modifies eligibility language for municipalities to specify that those "partially or entirely located" in urbanized areas of counties with over one million persons are ineligible for funding under the State Match Advantage for Rural Transportation Fund.

Maintains fund allocation structure with 20% each to large and small counties, large and small municipalities, and the department for federal grant matching and transportation project costs.

Restricts department use of allocated monies from being applied to projects in urbanized areas of counties with populations exceeding one million persons.
