Urges the Arizona Corporation Commission to adopt proposed energy rules previously considered by Commission staff that would require 50% emissions-free electricity by 2032 and 100% emissions-free electricity by 2050.

Proposes energy efficiency standards and energy storage requirements including customer-owned systems as part of the comprehensive energy rules.

Notes the current Arizona renewable energy standard ends at 15% renewable generation by 2025 and argues updated standards are necessary to reduce greenhouse gas emissions and mitigate climate change.

States that rising consumer utility costs are driven by natural gas price increases rather than renewable energy transition costs, and that updated standards would reduce ratepayer dependence on volatile natural gas markets.

Directs the Secretary of State to transmit copies of this concurrent memorial to all members of the Corporation Commission.
