AZ SCR1002

Amends Arizona Constitution Article IV, Part 1, Section 1 to require 60 percent voter approval (instead of simple majority) for initiative and referendum measures that approve taxes or amend the constitution.

Maintains simple majority approval requirement for all other initiative and referendum measures.

Extends the 60 percent approval threshold to constitutional amendments proposed through the initiative petition process (Article XXI, Section 1), requiring 15 percent of qualified electors to sign petition.

Applies the higher 60 percent threshold to legislative restrictions on repealing, amending, appropriating, or diverting funds from measures that approve taxes or amend the constitution.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
