Proposes constitutional amendment to Arizona Constitution Article IX, Section 21 changing the base year for school district aggregate expenditure limitations from fiscal year 1979-1980 to fiscal year 2024-2025.

Modifies the aggregate expenditure limitation calculation to multiply the adjusted amount by 1.10 for all school districts combined, rather than applying individual district limitations.

Changes the publication deadline for aggregate expenditure limitations from May 1 to before May 1 of each year.

Makes technical language corrections throughout the statute, including changing "prior to" to "before," "as used in" to "for the purposes of," and updating pronouns for clarity.

Applies to all fiscal years beginning on or after June 30, 2025, and requires submission to Arizona voters at the next general election.
