SCR 1011 Summary

• Amends Arizona's Housing Trust Fund statute to allow spending on services and facilities for individuals experiencing homelessness, including parking areas with utilities, camping facilities with mental health and substance abuse evaluations, and individual shelters housing up to three people for up to two years.

• Requires the Department to prioritize spending on homelessness services (parking areas, camping facilities, shelters, and treatment services) before allocating funds for permanent housing.

• Provides liability protections for private campground owners and operators unless their conduct is intentional or grossly negligent.

• Establishes that political subdivisions with above-average homelessness rates cannot receive further funding until they reduce their per capita homelessness rate to the state average and comply with enforcement requirements.

• Prohibits unauthorized sleeping, camping, or long-term shelter on state or local government lands, with first offense resulting in a warning and subsequent violations classified as class 3 misdemeanor; prohibits political subdivisions from preventing enforcement of anti-camping or anti-sleeping ordinances.

• Authorizes the Attorney General to bring civil actions against political subdivisions violating these provisions and recover reasonable expenses.

• Submits this measure to voters at the next general election.
