Proposes amendment to Arizona Constitution Article II, Section 36 to prohibit the state from granting preferential treatment to or discriminating against individuals or groups based on race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting.

Prohibits the state from compelling applicants, employees, or contractors to endorse giving preferential treatment or discrimination based on race or ethnicity as a condition of hiring, promotion, or contracting decisions.

Specifically bans requiring individuals to make written or oral statements supporting theories of differential treatment based on race or ethnicity, confess race-based privilege, or discuss their own race or ethnicity.

Limits federal compliance exceptions by requiring that any race-based actions to maintain federal funding eligibility be restricted to outreach and communication efforts only, without modifying formal application criteria or evaluation procedures.

Submits the proposed amendment to Arizona voters at the next general election for approval.
