Proposes constitutional amendments to Article VI sections 31, 36, and 41, and Article VI.I section 1 regarding judicial appointment commissions and membership requirements.

Modifies the commission on appellate court appointments to increase nonattorney members from 5 to 10 and attorney members from 3 to 5, with staggered four-year terms for both categories.

Removes the requirement that attorney members of judicial appointment commissions be nominated by the state bar of Arizona, instead allowing direct appointment by the governor with senate confirmation.

Changes the composition of the commission on judicial conduct to 11 members including appointed judges, attorneys appointed directly rather than by the state bar, and three citizen members appointed by the governor with senate confirmation.

Requires submission of the amendments to voters at the next general election for approval.
