Proposes adding Section 38 to Article II of the Arizona Constitution to establish a constitutional right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and stable climate.

Grants this environmental right to each person, including future generations, and provides for preservation of natural, cultural, scenic and healthful environmental qualities.

Declares that public natural resources including water, air, flora, fauna and climate are common property of all people for present and future generations.

Requires the state and its political subdivisions to serve as trustees, conserve, protect and maintain these resources for the benefit of all people.

Designates the environmental rights as inherent, inalienable and indefeasible, and makes them self-executing and non-subject to state infringement; requires submission to voters at the next general election.
